Public Opinion & Policy Development

  • Public Opinion Assessment (in collaboration with Davis, Hibbitts & Midghall, Inc., a Portland-based independent nonpartisan public opinion research firm):
    • Analyzed and made strategic recommendations emerging from statewide surveys and focus group discussions among the general public, teachers, and parents of students to support public education reform efforts; analyzed a series of focus groups designed to assess opinions of specific racial and income groups about community health; provided ongoing analysis of and monitoring changes in Oregonians’ values, beliefs, and understanding of the state’s forest resource management.
    • Analyzed quantitative and qualitative public opinion research in policy areas of local government services, land use, transportation planning, economic development.
  • Public Policy Development:
    • Facilitated the development of policies related to student school assignment for a large urban school district, including discussions among a diverse group of parents, teachers and district staff; working with Board leadership; researching other district policies; and drafting and revising policies and implementing administrative regulations.
    • Worked on elections and public records legislative reform efforts, including drafting legislation, researching best practices in other states, facilitating discussions among conflicting interests, and testifying before legislative committees.
