Jeff Tashman is the recognized authority on urban renewal in Oregon. Jeff is known for preparing urban renewal plans and feasibility studies that respond specifically to your community’s needs and wants. In addition to urban renewal planning, Jeff commonly helps implement urban renewal plans, especially as to financing public investments and creating public/private development partnerships.  Jeff also advises individual cities and counties on administrative and budgeting issues. 

Jeff, by virtue of his broad experience, is also asked to testify before the Oregon Legislature on urban renewal issues, work with staff of the Oregon Department of Revenue on matters of urban renewal statutes and rules and speak at seminars and conferences about urban renewal. He regularly responds to questions from bond lawyers, financial advisors and bond underwriters.

Jeff started working in urban renewal in 1979 for the City of Eugene, and administered two successful urban renewal plans for the City of Tualatin during the 1980s. He started his consulting practice in 1991 and since then has worked throughout Oregon, and more recently in Washington.

Jeff has worked for smaller communities across the state and especially enjoys this work. But it he also has been selected as the primary urban renewal consultant to the larger cities of Portland, Salem, Gresham, Tigard, Albany, Hillsboro and Bend.

Jeff has been relied upon by the Portland Development Commission (PDC) for feasibility studies, new urban renewal plans, bond feasibility reports, and major reviews and changes to existing urban renewal plans. Salem selected Jeff to prepare its three most recent urban renewal plans, and Jeff prepared the City of Bend’s Juniper Ridge and Murphy Crossing Urban Renewal Plans and Gresham’s first urban renewal plan. He also did financial planning for Hillsboro’s highly successful Ronler Acres urban renewal plan.

Jeff is the author of Policy Guidelines and Administrative Procedures for Oregon, which is relied upon for guidance by urban renewal agencies state-wide. He most recently prepared an evaluation of seven urban renewal plans in Oregon, all of which are served by special districts that are concerned about the impacts of urban renewal.
